Vietnam was seen in 2011 as having the greatest number of out-of-school children among ASEAN countries (Le, Tran, & Nguyen, 2011, p.61). In Ho Chi Minh City alone, street children have been estimated to number in the tens of thousands (Terre des Homes Foundation, 2004), most of them being migrants. Many migrant children, though, are outside such estimates, because they do not go to school, due to their poverty and/or their unregistered residence at the destination (Dinh, Pincus, & Sender, 2012; Le, Tran, & Nguyen, 2011).
